It would take too long to implement the old 02 layout again being that it is so drastically different than the current one. It's not as simple as replacing images - like the staff did on April fools this year with the Chinagrounds layout - to really get the authentic 02 layout back.
Keep in mind that certain aspects of the site either didn't exist or operated differently back in 02. The audio portal before the redesign in 07 was completely different in the way that it ran itself than it is today. I'm not even sure if there was a pm function or audio portal. The staff would have to recode the profiles to make them pop-up profiles again, as opposed to userpages.
Additionally, most of the users on this site don't feel the kind of nostalgia regarding the different layouts like the users that have been around for a good while do. To most, it would only be an obnoxious downgrade.
